Stephen took a crash course in Vietnamese before landing in Ho Chi Minh City (formerly Saigon) in 1964. He worked for an American construction consortium put together by the United States Navy (RMK-BRJ) before transitioning to work as a field operative for the CIA. He assisted efforts to relocate Vietnamese refugees; many to California. His work took him to Singapore and the United States where he eventually made California his home for over twenty years; and where he raised his children as they attended secondary school. Steve started a number of small businesses in addition to a successful Audio/Visual equipment company in Solana Beach, California. An avid fly fisherman, Steve retired and moved to Alamosa, Colorado in 2016.

He is preceded in death by his mother, Marjorie H. Weaver and father Jerome W. Carroll. Stephen is survived by his sister Cheri Carroll, first wife Luu Anne Carroll and their three children; son Stephen, and daughters Marina, and Christine, and his four grandchildren and one nephew. In coordination with his final wishes, the family has chosen Rogers Family Mortuary for cremation. In light of COVID, the family has decided to postpone memorial services and the spreading of his ashes to a more appropriate and practical date. A private arrangement of family and friends will convene in Colorado. Interested parties may contact the family for dates and details using the contact us link here.
